lighting effigy on fire

How does one do this? I have tried fire arrows, flaming stick, to no avail. I am trying to light effigies i have found at various campsites.

You can only light ones u have made, not cannibal generated ones. You will find it in your build book, after traps? i think it is.

As James mentioned, it's only the playermade ones that you can really set on fire (well, excluding tossing a molotov, that sets pretty much everything on fire for a short time). It should be noted that if you don't see the page to make the effigies then that is normal, it means your sanity is too high is all. Just kill some cannibals, chop up some corpses, and/or eat some cannibal meat to lower that sanity and the effigy page should show up. I believe you need under 90% sanity for the page to show. Once built, it lights like a campfire does essentially.

Is killing cannibals easier in normal mode? I can barely kill a deer with my crafted bow in hard mode. It seems ridiculous. I can stab a cannibal 20 times with an improved spear, and ...maybe it will run away.

use a spear, it will one-shot the deer; and yes, part of the change to Hard mode is spongier enemies; go for headshots, 1-hit kill

I dint think strength has any effect on ranged or thrown weapons. But feel free to swing a bone for 8 hours to up your strength and test it.
