How do i make battery or fined them

You probably have them and just don't realize it. Found most of mine in locked suitcases. On the inventory screen it is on top of the backpack, in a packaged form such as AAA batteries in real life when purchased in fours.

They do seem pretty rare. I think I have gotten 9 packs in 100 ish days

you'll find a great many down in the caves, take the time to open all the suit cases you find, the ones that you need to bring out from under the water for me at least tend to contain a higher drop rate of batteries. I've never been able to get more than 10-12 in 20 days. Down in the caves, there are places that batteries repsawn. Some at the katana, some near the modern axe, etc.,etc.
