iirc, there's supposed to be someone in the faction that you can approach and pay to "smooth things over" withe faction you have offended. But I'm assuming that this is quest related, so that doesn't work because you chose freedom, their avowed enemy. I seem to recall the same thing happening in the other games if you sided with certain factions.
Of course if duty is angry with you, you can make a ton of easy ru farming these guys near barkeep. But really you can make even more not having to deal with duty over and over again. And they spawn fast. I suggest just not joining freedom but I did my first playthrough and it was a grind but I still beat it.
You will have to learn to kill many duty and to navigate and tank that jerk in the barroom. But I think you can lure him out, or maybe I was wrong. He can be killed somehow I think.
It was a bad idea, and its made worse by the fact that freedom is a choice, that totally messes up your game. They didn't seem to think it through, and all they really needed to do was put a door there for barkeeps safety not a psychopath. Would be nice if they fixed this one issue considering its not a very fond use of nostalgia to keep it.
I do remember killing him somehow but he just comes back eventually.
Oh right I remember now how to kill him, lure him in the hallway, and toss a grenade. You may need to tank some shots, you also might kill the don't stand there guy, but no big loss.
