Static

Nobody is going to spend much time with/on this game right now given how successful Injustice 2 currently is.
Mods already exist for the game but nobody is currently making mods for the game because they've moved onto modding more current games or playing Injustice 2.
Also like I said before you can't add new characters without replacing existing characters. Not having access to the dev tools makes that the case. So for instance if you wanted a character like Static modded in, the modded Static would have to replace an existing character slot like Superman, Batman, etc. There is no way around that.
The only fighting game I know of on PC that people have been able to add characters to without replacing existing ones is XenoVerse 2.
