Injustice: Gods Among Us Modding
What about adding New Skins to the game, and some new characters.

Character
Static

Ability: Electrifies his gear to attack his enemies; does damage to the opponent equal to the 50% of the damage dealt with the gear for 8 seconds. CD: 12 seconds after the buff runs out.

Enterance: Rides into battle on the discs, and stops, jumping out with discs surrounding him
Outro: Flies out of battle, going into the sky, finding a villan, and rushes to fight the villan

Super Move: Shock to the System
Throws 3 Discs, stunning the opponent if the last one is unblocked. The rest is the same as Mobile

Combos (1st: Xbox 360) (2nd: PS3 and PS4) (Not all)

F= Forward
B= Back
U= Up
D= Down

High Gear (A---A) (X---X)
Electric Shock (X---X---Y) (Square-Square-Triangle
Electric Staff (Y---A---A) (Triangle---X---X)
Staff Stab (Y---F+X) (Triangle---F + Square)
Staff Rise (A---B+A---X) (X---B-X---Square)

Specials

Disc Toss (D-F A) (D-F-X) (Tosses 2 Discs, MB shoots 6 discs and stuns)
Taser Trap (B-F X) (B-F Square) (Shoots 4 electric beams, MB shoots 4 extra beams)
Disc Ride (B-B A) (B-B X) (Rides on 4 discs and rams into his opponent, MB does more damage)
Disc Dash (D-U) (D-U) (Swiftly goes behind the opponent, MB has an attack after swiftly going behind)

You can't add new characters or skins to the game, only replace what's already there.

Nobody is going to spend much time with/on this game right now given how successful Injustice 2 currently is.

Well, they could possibly make new characters with modding.

Mods already exist for the game but nobody is currently making mods for the game because they've moved onto modding more current games or playing Injustice 2.

Also like I said before you can't add new characters without replacing existing characters. Not having access to the dev tools makes that the case. So for instance if you wanted a character like Static modded in, the modded Static would have to replace an existing character slot like Superman, Batman, etc. There is no way around that.

The only fighting game I know of on PC that people have been able to add characters to without replacing existing ones is XenoVerse 2.
