Game won't download resource files

I open the game and get past the sign in portion, then during the downloading resource files part it goes less than 2% and stops. It does not progress unless I restart the game and then it will go another 1 to 2%. I have verified files, reinstalled several times, uninstalled MSI Afterburner others were having problems with. Nothing is working. Anyone else have this?
