Maybe something like this:
Active - Shield, Much shorter duration (like half a second), much faster recover as well.
TB - Pulse wave. Shielding will push nearby enemies back, reflect projectiles at 2x their normal speed.
Ult. A - Teleport (combined with TB, this could be really fun)
Ult B - I guess 4 hp is fine, just kind of boring

That sounds great, but also extremely overpowered! We did actually play with an idea for Rogue's passive for a while that'd give her a shield that could take 1 damage and regenerated after a while, but decided not to implement it as it kinda goes against the idea of having gameplay that never encourages waiting.
that pulse thing would be OP. crystal only shields shots, that pulse thing would also make her near enough immune to melee
We could balance it out with a slower recovery time. That way, shielding has to become very tactical, instead of spammy.
