This, her passive, makes her incredibly incredibly OP and you will suffer remarks saying you are incredulous
That being made clear, you are absolutely correct about her underwhelming active, most of us here seem to agree with that sentiment.
This isnt really jumping, but the others in the thread pretty much said why the person here is wrong.
Except on the "throw is useless" thing
because thats really kinda true most of the time.
Anyway, the big thing you're missing is the life after death thing. Healing from any source (Bloodlust, medkits) will bring you back to life with -1 max HP. That negative HP will start to build up after a while, but initially, 7 HP isn't a big deal. You can also extend this with Rhino Skin.
Her Ultra allows her to stay alive for extended periods of time as long as she kills things. With Rabbit's Paw/Bloodlust, healing is almost guaranteed at some point.
That reason alone is why she's so strong. She just refuses to die, where any other character would be a corpse.
It might not be "so" fun if you never die. But you can go in crazy with an autoweapon as chicken.
I hate her passive, but love her active.
Her passive may have saved my life (For more than 10 seconds) perhaps 10 times during my Rad Chair career. That's pretty bad.
And even when it saves me, I spend the rest of the (Usually brief) game being as fragile as Melting, but without being able to destroy projectiles.
Her active, however, has helped me a lot of times. It makes Disc Guns useful XD When I miss a couple of Bolts in a row and the enemy is coming closer, I just throw the Crossbow at them. It can one shot or severely hurt Las Crystals. With Butt, it can end small groups of enemies.
I only wish it had a larger hitbox for enemies, or smaller for props.
