best tip and sadly the only one I can give (because I suck) is: Only use DA BEAM either with CoB (post-loop) or against easy or stationary/semi-stationary bosses, like Big Dog, The Trone, Technomancer, and Hyper Crystal.

I Know how to use the beam with stationary bosses, the problem is that for me is to deal with the rest of the enemy bumping all around i can't use Rad beam against them

yeah, the trick with that is to just not beam anyone (maybe, unless with CoB) until post-loop, as the extra mutation choice is amazing in itself and post-loop you have nothing to lose rad-wise.

Probably the hard thing with Horror is that you need to reserve all your rad to mutate in Pre-loop
Not a massive Horror but I've gotten to loop 2 with him and really my best suggestion is to go ham with using your beam whenever you need to post loop, and especially with throne butt, that health regen will help so much as long as you can keep picking up rads. Unless of course you're going for a ultra weapon. Then probably not entirely the best idea.

Any Tip with Palace Guardians Pre-loop?

Bring Melee to destroy projectiles or in a bad situation RAD beam, other than that just try to kill them before they can do anything to attack (or atleast get into a position to get into cover if necessary.

- Use the Radiation Beam sparingly. It can be used to destroy projectiles and all radiation will be returned to the player if an enemy is killed with the beam, but prolonged use prior to going Ultra will leave you severely underleveled.

- Adding on to the above, you cannot pick up rads for a brief period after using your beam. Keep that in mind if you're using the beam to mow through a crowd.

- Pick up Throne Butt early on. It will pay off in the long run.

- Anomaly is a good Ultra mutation, since it will automatically clear certain stages pre-loop, quickly clear stages post-loop, and will happen with greater efficiency if you have Scarier Face.

- Haste is a good crown to use with Horror.

- As is the case with every character in the game (except for Frog), you should practice playing the game without any active or passive abilities active since every character (except for Frog) plays exactly the same as the next at base. Rogue and Horror are excellent choices for this.
