how do i get nuclear throne to work on mac os catalina 10.15.7... is there a 64-bit nuclear throne?

Not yet but the next update (no ETA) should let the game work on macs again.

Just adding that Nuclear Throne is also available on the Epic Games Store, and it is already Catalina-compatible there.

Yep, don't ask me why it is not yet here, but that should be coming to steam as well with the next update. (Though a newer build)
