Does Laser Brain affect Lightning Hammer?
Or Energy Sword/Hammer/Screwdriver?

Also, Eagle Eyes should count towards Heavy Heart. People might even consider picking it.

Yes. It makes the lightning and the green energy "swings" last longer so they can hit enemies an additional time.

A lot of people actually don't want to see Heavy Heart in their mutation choices (because it effectively reduces the number of choices from 4 to 3), so they'd usually be even less likely to take Eagle Eyes if it did give access to it. Besides, it's not specific to any type of weapon/ammo.

Eagle Eyes' problem is that, generally, all it does is make some bad weapons good. People would rather just take a weapon that's already good and take its relevant type-specific mutation to make it great.

But does Eagle Eyes have any appeal at all then except mitigate Steroids shortcomings? It's like Rhino Skin with Melting.

I can see its usefulness in concentrating the spread of the Super weapons. But that's not always desirable, if at all. Perhaps Super Crossbow + Bolt Marrow + Eagle Eyes can be good to take down the frog boss quickly for instance. But you'd just as well want the spread to take care of the constantly spawning ballguys.

My suggestion to add it to Heavy Heart was to be able to obtain it and use a mutation (EE) that would be an improvement to all weapons. I.e when going for HH, you always have to make one "sacrifice" since you can only carry two weapons. So the optimal for me when I go for HH is to always get Boiling Veins, since it acts as a protective measure too. Then I get something good like Bolt Marrow and Laser Brain, eventually Long Arms.

Having an otherwise "poor" mutation choice like EE count towards HH could make it a desirable pick if the alternatives are bad and you're already going for HH. I almost never take Recycling Gland or Shotgun Shoulders, since they aren't that effective when you loop, particularly the latter falling short when you need range and area coverage from a distance.

When you don't play melee, HH is a good way to get to rotate your ammo pool, which tends to get drained otherwise. There is a steady supply of weapons, and if you have Back Muscle to build your stockpile of ammo, there is always something to drain from, and the passive ammo pools constantly get refilled. That for me is the desirable aspect of HH.
