I found link to this forum inside setup.ini file from disk's root directory. Yes, I didn't bought this game on Steam, so what? You've never seen disk game that registers in Steam during installation?
I ask for help here because error message has Steam symbol on it and is obviously Steam related. Too bad I can't put a pic in here: http://imglink.ru/show-image.php?id=812dfa6c72d35adc4dcdfe88e7e8c225
It might be that the installer doesn't recognise the language of your system (or doesn't support it) so you could try changing your language to something like "English (US)", seeing if it will install and then changing it back.
Another suggestion that seems to have worked for some people is to reboot your computer (not sure if this is needed but it can't hurt) and then browse to the "setup.exe" on the DVD, right click and select "Run as Administrator".
If all else fails you should be able to register your key by going to the "Games" menu in steam and selecting "Active a product on Steam". Then follow the instructions that appear. This will add the game to your library and you can then download it. Not ideal but at least you will have the game. The total installed size is just over 7GB so the download will be slightly less as it is compressed. Once you have the download you can back it up so you don’t have to download it all again.

This whole thing simply reminded me why I play much more on consoles this days :)
