I can't change anything in the renderer settings (FPS issues)

Because of how screwed up the framerate is on this monstrous gaming rig of mine, it's been capped at 50 fps, and when I try the 3 year old fix, it didn't worked, I can't erase the hz 50 and turn it into what I want...is it because it's run on a browser? It does show as Internet Explorer for some reason instead of a notepad.

If it's shown in Internet Explorer you're seeing a read-only XML file. Use notepad instead (Open with) to edit the renderer_settings.xml file.

I already figured that notepad out...the question is...HOW do I open the file with the notepad? I don't see anything that says Open with when I right click on both the Window search AND the browser page...I'm also currently running it on a Windows 10 actually.

EDIT: I figured it out, sorry for the inconvenienance, it's just sad that I have this problem with probably nobody else to figure it out til now, thanks either way. (To anyone who still want to fix this...just find your notepad like DorentuZ said, and put the said listed file into your search bar and that'll do...it might look messy on my side, but atleast it works.)
