Great Master Manhunter achievment bugged?

I've been stuck at 53/54 achievements for days now. The last achievement I have left is Great Master Manhunter which just says "obtain every achievement" which I've already done but no matter how many times I relaunch the game, play through segments, use the V-pet mode etc it's not loading. Is there a secret requirement that isn't just getting the other achievements? Or is the achievement just bugged?

It seems to be bugged, but the guide says that if it's bugged you can earn it by activating an achievment you already got, so you can just start the tutorial and complete the very beginning and you should get it.
