You actually don't need to refund fandom, just playing a character without any skills unlocked is fine.
If there's really nothing wrong with your game ,
it could be your internet.
I tried to get 100% achievement in another game ,but the grinding achievement didn't count because I didn't know my internet disconnected during the play.
I kinda like making guides.
Surely the achievement description is misleading, I would probably failed it too if I didn't read the forums before. I hope it gets changed some day.
You get a percent +HP/SPD/ATK for each Fandom rank. You can check under Achievements-> Fandoms from the Main Menu if you don't believe me.
I 100% forgot about that.

Edit: I’ve been away from my PC all day and I can’t make guides on my mobile for some reason.
And it’s so simple. A couple of lines and done.
Edit 2: really, it's so simple that I can't bring myself to create a guide just to say: "disable fandom and don't pick any character skill".
You could try it with a different character on a different stage; perhaps a stage you haven't done with that character yet.
