Simple and effective Noel build
This is for anyone looking to find an easy to use and forgiving build to finish any stage they may be having problems with (or get the 500HP achievement without even trying). I strongly recommend purchasing Customize so you can narrow your items/weapons down to 10 each and Marketing 5 is helpful as well because you will want as much xp as possible. You should also have Weapon Limit 3 and as many eliminate/rerolls as possible. Other stuff like Stamps, Support items, fandom level, etc are all nice but not required, at least until you get to the later Hard levels.

First off you will want to disable all but 10 items and weapons using Customize in the armory. Required weapons are Spider Cooking and Elite Lava Bucket for Jingisukan; the others do not matter as you will be eliminating them all anyways. The only absolutely required item is Uber Sheep, but i recommend the following in order of importance:
Study Glasses, Piki Piki Piman, Ninja Headband, Membership, Gorilla's Paw, and Just Bandage. Other possibilities are Candy Kingdom Sweets, Knightly Milk, Face Mask, Beetle, and Blacksmith Gear/Credit card, but I find the ones listed to do just fine.

Once started you will want to use your first levels to max out Study Glasses, using rerolls if necessary; Noel wants Max HP and the way to get that is as much xp/levels as possible (and good RNG). As this build is primarily a Main weapon build you want the bonus damage to start accumulating as early as possible too. The only exception to this is if you aren't a high fandom level; you will want to get one level in Gyudon as soon as possible to begin that passive Max HP boost as well. Also, if you get any weapons that are not Spider Cooking or Elite Lava Bucket at level-ups just eliminate them immediately. You will eventually want to eliminate all 8 other weapons so that the Solo stamp is the most effective it can be. Eliminating unwanted items is ok as well, but weapon elimination has the priority until all 8 are gone. After maxing Study Glasses I suggest the following order of upgrades:

1. If Max HP up appears, ALWAYS choose that.
2. If you feel you are too slow to reliably avoid enemies get Ninja Headband, if not work on your main Weapon until max.
3. If you see a Spider Cooking or Elite Lava Bucket with a good enchant go ahead and grab them, otherwise they can wait until later.
4. Start filling all your skills and item slots with your preferred choices so that you have a chance for Max HP up as soon as possible. Order doesn't really matter as long as you make sure you have Uber Sheep before filling your item slots out. I generally do not get Just Bandage until after making Jingisukan as early/midgame isn't dangerous enough to need it.
5. Upgrade Spider Cooking/Elite Lava Bucket as choices allow, no need to focus on them as your Mace will be doing most of the damage anyway.
6. Depending on luck with Hololive boxes and your Fandom level, you will start getting stat up options around levels in the mid-30s/early 40s. Max HP is (of course) always the best choice followed by Haste, then Attack. Speed is ok if you want to go faster, but you really don't need to go above 200%. If you get stuck with Crit/Pickup Range I'd use a reroll for something better until you run out of rerolls.
7. After level 50 and making Jingisukan fill your last item slot with your preferred item (Just Bandage for me) and go back to farming Max HP stat-ups. If you happen to get lucky with boxes and get a Super Gorilla's Paw, Crit is probably about the same as Attack for priority.

For anvil use I recommend waiting until your main weapon is maxed and then just using all anvils on upgrading it. You could also just use them to max your other stuff faster so you have more level up chances at Max HP, that's up to you.

As for Stamps, the ones you want are the Solo Stamp, Haste Stamp and probably ATK Up Stamp. If you happen to get a Super Gorilla's Paw the Crit Up stamp is ok as well. While waiting for these 3 keep an eye out for the Size Stamp, it's nice to have until you get the 3 you're looking for. Most of the other stamps are fine to use until you get your main 3 but I wouldn't waste stamp upgrades on any of them unless you have an excess.

For support item I recommend either Quick Dash or Heal Potion. Dash is generally more useful but Noel will have SO much HP that the Potion is quite good with her if you're taking a lot of damage as it's a percentage heal.

Finally, Noel's Super makes her invulnerable for 10 seconds so it's a great panic button if you get stuck somewhere you don't want to be. Otherwise you can use it offensively to get a bunch of free hits on boss enemies that you would normally have to move away from.

For general gameplay this build is almost impossible to kill unless you are really trying. Uber sheep/Jingisukan ensures you always have healing should you take too much damage, and if you really need it Just Bandage can pick up the slack while giving you that sought after Max HP boost as well. You will also do a TON of damage with your Holy Mace; once you complete Jingisukan you will likely be doing well over 1k base damage per swing which is just ridiculous. By that time your Knight's Dance will also be covering about half the screen when active which should soften almost any enemy up enough for you to one-shot them with your Mace.

Hopefully you enjoy this build as much as I do, Noel is a beast in this game at the moment and a lot of fun to beat up enemies with!

No mention of Breastplate? Lets enemies hurt themselves while you sit still with Rock Hard stamp. With this much hp and damage reduction, she's made to facetank all day.

I personally have no need for Breastplate; she's already almost impossible to kill and at 200% speed you shouldn't be getting hit much anyway. I find it better to have more effective damage items so that you're usually one-shotting everything and not getting hit at all.

That said you can use many different items in addition to the others listed in the first post and still have great results with Noel. Breastplate and Raven Feather could both do well too, heck you could even replace Gorilla's Paw with GWS Pill and still do well. The amount of flexibility is quite high due to having so much HP and damage just with the basic setup which is one of the reasons I enjoy using her so much.

Well, we're free to do whatever, but the idea is you don't need speed or to "not get hit". This time it's "hit me all you want", what is more forgiving than being able to stand there? Unless I'm wrong, the damage returned to bosses via Breastplate is more than Ninja Headband's buff and probably gets even better in endless (which I have not tried yet but there's a few posts on reddit of 40 minute runs with Breastplate).

Sure, if you want to play endless or go for max time by all means. I just made this post mostly for folks having trouble completing stages normally since Noel isn't going to be used for coin farming at all so surviving over 20 minutes isn't a huge deal. This is no super-optimized build or anything, just something I was having fun with and wanted to share with people who may be having trouble finishing all the stages (or want to smash things with a mace for big damage).
You can Hold the stat ups. Just put a Hold on the HP Up whenever it shows up and then take it, it will show up again the next level up. Do this 5 times and you'll break 500 HP easily.
