Do you mean the cutting board isn't available on those characters? If so, it is, you just need to unlock it first by lasting 10 minutes with Ninomae Ina'nis.

It does appear, thing is, Cutting Board seems to be imo, one of the rarest weapons to appear, tho I swear its more frequent in stage 3

As in you have not unlocked Cutting Board yet?

If you, to unlock it you have to play as Ninomae Ina'nis and survive until the 10 minute mark in any stage.

So many quotes on my reply.

The achievement in question is: Boing and to unlock it you have to: “Reach 10 minutes with Cutting Board or related weapons using a "flat" character”.

So I showed a list of flat characters. That’s all.

Unless OP meant that they don’t have cutting board yet, if so, survive 10 minutes with Ina to unlock it and then just pick it up on a run with one of the characters from the list.
