Can we expect graduated members to make an appearance?

I understand Kay Yu, the developer, has mentioned definite plans to include "Friend R" and "Friend C" which I interpret to mean Rushia and Coco, but I'm unsure how direct these inclusions will be.

Yes kinda, you should expect Rushia and Coco but not Hitomi Chris (Who would have already been in the game for Gen1) or Aloe (Gen5), as there isn't enough lore for them given their short time periods with HoloLive. I don't think we'll see any of HoloLive China either for a similar reason as all their content i believe was lost or privated. Kay Yu also posted a snap shot of his dev doc indicating that HoloStars would be added as well, which will likely include the few that have also graduated.

AZKi's current kit in the game is clearly based only on "she's a virtual diva" and little else, so if the devs really wanted to, I don't think it's beyond their ability to make a character out of "she's a singing succubus who likes to use synth."

If she'd not be included, I say it'd be more because the circumstances surrounding her retirement makes it pretty awkward.

And AZKi is apparently getting a complete rework to reflect who she is as a character. Add those two facts together and I suspect that her current mechanics are going to be given to Aloe as a way to have both in the game.

Aloe is already referenced through the headphones item. I think only the chinese branch and Hitomi Chris wont be added.
