Haste affects attack time, but not hit cooldown and attack delay. Some weapons have a limit on attack time so going beyond that point wouldnt do anything. I believe elite cooking has a limit at 250%

Its easier if you disable weapon and item drops and also play with a character that's on Gachikoi level so you don't see their skills, then you just eliminate your main weapon and keep going for haste.
Only base stats will roll and they're 6 (HP, ATK, SPD, CRT, PUR and Haste) and you'll get to choose between two of them, so you'll have something around 36% chance of getting Haste.
