They did put a Rushia reference in Stage 3. Who knows, anything is possible.

I don't think Kayu will go this direction but I'd totally be down for something where it's like 'WHO'S THIS MYSTERIOUS CHARACTER' when they're completely obviously rushia. Like Sogeking or certain other similar characters where everyone knows but it's just not directly stated.
I'm pretty sure he could just put Rushia in as-is, though. (maybe.)

Having a "hidden character" type of thing with retired/terminated members would be a cool way to do it. Either secret code or some other mechanic that is different from the typical gacha one.

I mean, turns out she was an actual menhera yandere in the end, but she did all of the above so damn well as Rushia.

OK, huffing a bit of Hopium (no whisky to drink, sadly) and spitballing some non-credible gameplay ideas... Kay Yu mentioned that the dungeon crawler game mode will be moved to patch 0.8:

Now, what if one of the bosses in the dungeon crawler mode is Rushia? And make her a relatively hard boss fight where she uses her necromancy skills (raising brainwashed Fandeads) against the player. But once you defeat her (or hell, defeat her with all remaining members of HoloFantasy), Bob's your uncle, playable Rushia unlocked.

Though I dunno how the NPC Holomems--and actual Holomems playing the game--will react to Rushia once she's playable and visits the HoloHouse. Yeah, might be a bit awkward... Maybe a HoloHouse mini-game/quest where playable!Rushia has to regain the trust of the other Holomems?

Yeah, I doubt Kay Yu will still include Rushia... I don't even know if Cover will allow any portrayal of Rushia in any fan game even if they do own the likeness of the character. If Kay Yu takes what I just said seriously and includes it in 0.8, color me surprised. If not, it is what it is--an idea better off as a half-hilarious, half-depressing joke.
