You can't, the only way is to fish them AND FEED THEM TO THE FANS OR COOK SOME FOOD.

There’s a big… uh… pool, specially made for turtles. It’s right below the lake where you fish them.

You need to throw them in with some potatoes, carrots, onions and peppers. So that the turtle can eat.

You just have to select “Turtle Soup”. And you’ll see your Idol throwing all these items in the special Turtle pool.

Why don't just sell them?

Sell them to Bloop. The shells are too tough for him so he in turn sells them to a pet shop upstate.
