To actually answer OP's question: This game uses low-fps pixel animation. There is no animation that's 60fps anyway, so there is no reason for the game to run at higher than 60. This game is not only indie, it's free, and has no monetization. If you want a game with smooth animations that fit +60fps, look elsewhere.
for the OP, why you even need more than 60 fps in pixelated and bullet hell game?

You can easily see smoother motion on moving backgrounds and characters. Just load up Vampire Survivors and see it.
Also I would happily many money for this game. I'm surprised it's even free considering it's common for games like this to be a few bucks; it's basically free advertising for Hololive.
Just because you can't tell the difference doesn't mean others don't. To most, it's noticeable. My 60 year old mother can tell the difference between 60fps and 120fps.
