Is this happening only to me? I have to re-build my graphics optimization every time I launch Horizon 2. Why. Just why. Display settings don't save either.

At the very least, post your GPU and OS details. Otherwise, nobody will be able to suggest any fix.
In general, it sounds like a GPU driver issue, possible corruption.

RTX 3060, Playing on updated Windows 11 with every driver updated, always.

Perhaps you could see if the registry parameters change after you've updated settings and then quit the game?
