When you are playing the game, check the Adrenaline app, it should either have a green tick, saying its active or a Yellow Exclamation mark...saying it isn't active.
Games like Call of Duty Black Ops 6 has this issue for me, the same with Stalker 2, both of which apparently supposed to have fsr 3.1 that can get to fsr4 via adrenaline or have native fsr 4 support, but it doesn't seem to work.
