Well, answer is the same, Sunwing can't and Waterwing, well, yes of course it can, but they will only spawn once you reach the point in the story where you get one anyways.

Well I tested yesterday on a save before new game plus and I was able to dive in but it probably was not sunwing but DLC bird.

Can you access DLC on new game plus before completing the campaign?

Nah, you wont be able to get there until your story progress is at that point.
