Rather than just level - it would help in future questions to identify where you are in the main quest or on the map ...
I went quite a while without fire-related damage because I didn't want to just buy one, kept waiting for a quest reward to drop one.
Look for side quests and errands and explore all parts of the map... you will come across settlements with hunters who will be selling various weapons that deal elemental damage. The sooner you get different ones the better.
Just keep checking vendors with bow & arrow icons for one with fire and keep playing - you'll get one eventually.
Also bomb slings too dont forget, fire bombs work wonders and can be faster at applying elemental states
The only thing elemental arrows are useful against are canisters....with the instant detonation thing.
Sadly, I have to agree about fire not being all that usefull. Both fire and the other DOT elemental effect, acid, feel like not realy worth the effort.
Freeze is still the best, Purgewater is ok - mostly to then apply freeze. Shock is ok as a "hold still for a second"-button. Plasma felt lackluster to me compared to the effort and the time delay.
