How can I get flying mount call back?

I looked for a solution to this and found none so far. I played through Forbidden West (PC) acquiring the ability to call flying mounts using the z and x keys to select it and r to activate. I then went on one of the Quen missions and my call flying mount option went missing. I can still find it in my inventory under tools utilities, but the seems to be no way to activate it so I can use it. I am now stuck in in a new game+ playthrough standing on top of the tallneck that must be overridden to complete the quest suggested by the Tilda character. I cannot rappel down from the tallneck, nor can I call my sunwing to get a ride. Needless to say I suppose, I am frustrated and disappointed. Has anyone else encountered this on PC and found a solution? TIA for any help.

Do you know how to add/remove items from your tool menu?
Press R = use tool
Hold R = bring up tool menu to modify the tool menu.

Hold down "R" (if that's your use tool key) to bring up the tool menu and then scroll to the sunwing it and hit "activate" to put it on the scroll menu.

Remove and add items to create the sequence you want too.

You may also glide down from high spots.
