Trying to stealth a rebel camp is a joke.
I have done it once but all the others turn into a mess. Sometimes I try to throw a rock to attract a rebel for a stealth kill. Most of the time the rock gets thrown, sometimes it does a heavy attack instead which takes me out of stealth. Once I tried to stealth kill a rebel and then proceeded to fall off the edge of the area again taking me out of stealth. Nine times out of ten I end up in emergency mode and MUST either run away or take on everybody in the camp. I really really miss the stealth of AC Odyssey. I could clear an entire huge camp with my bow in stealth.

You definitely need a maxed out stealth valor surge along with fully unlocked silent strike skills to be able to stealth kill chain enemies at rebel camps. Also keep your smoke bombs replenished to be able to deploy them immediately if a silent strike doesnt insta kill an enemy.

Having the infiltrator outfits upgraded help but for the most part that may not be available when you are around a camp and want to clear it out.

Using a sharpshot bow with piercing arrows guarantees an insta kill on any enemy that is not wearing any protective gear on the head.

I was able to complete all the rebel camps and defeat Asera before I reached lvl 50 and that too on UH difficulty. Fenrise for me was prob one of the most challenging camps to clear out and I had to be very patient but it is eventually doable.

I don't really have any trouble clearing out camps but it always ticks me off when my cover is blown due to poor game design. I have been using the cleaving bow to one shot enemies with no head gear. I wasn't really referring to things like stealth kill chains. More like just being able to stay in stealth until I get the itch to start melee.

I dont know what difficulty you are playing on but on UH difficulty you definitely want to use stealth as much as possible cos if the enemies are on full alert, you might as well restart the camp from the beginning cos you will die pretty quickly.

I look for elevated position and snipe down as many as I can before even entering the camp. Once you get cornered and taking multiple hits it's over unless you have a way out to break vision and then re-approach from another angle.

Not every camp allows you with that kind of approach tbh... the earlier ones maybe but not Fenrise and Breached Rock. The bottom line is that on the higher difficulties, you have to play it smart and use discretion to be effective without blowing your cover.
The challenge of the stealth is why it's so awesome

There's a difference between it being a challenge and having my cover blown because Aloy does a heavy attack instead of throwing a rock. It's happened multiple times.

Never had this happen to me... I ensure that the rock throwing arc is visible on screen to make sure she is throwing a stone...

Yeah rocks just get in the way. I don't use them. You can silent strike your way into just about all of the camps, including Fenrise. Fenrise is the most fun because of the elevated walkway maze. Once you find the back way in there, you can just have Aloy creep from stealth kill to stealth kill. But yes, all the stealth and silent strike buffs you can muster.

No of course not - but I can access elevated position in most, or draw enemies into kill areas.

If you are relying on stealth at upper difficulties it isn't functional because you can't single hit kill all enemy and some of the camps don't offer sufficient cover.

There are some buggy responses where enemy seem to spot you through walls etc which makes me think some things are based on radius not strictly LOS and your "stealth range". I think that makes it dramatically harder.

Last point is that I have had to withdraw and hide before coming at them again and the AI can be incredibly dumb - instantly going back to dawdling around which I expect from a machine but not NPC enemy who should stay on alert, form groups to hunt her etc imo.

I'd like most of the camps to be reworked along with the AI for the enemy people. I think they could be a different and much more interesting element to the machine hunting.

With maxed stealth valor surge and fully unlocked infiltrator skills you can insta kill enemies so you really have to save your valor surge for the heavy enemies in the rebel camps otherwise you have to rely on using smoke bombs.

For Fenrise I relied on taking out the initial set of enemies who had no head protective armor with a single piercing arrow to the head for an insta kill. When I was close to the area where you had the champion, heavy gunner and leader I used the valor surge to insta kill. That helped me get through it.
