Whatever the reason is I hope the dev can make it as their priority to fix first other than anything
its because you have 8gb of vram. The high texture and high shadows in this game take a lot of vram. If you want to play on high settings you will need at least 10gb of vram. Therefore you can put your texture and shadows on medium and you will be fine. I have Asus tuf latpop with rtx 3070 and when i placed the above settings as mention, everything was fine. Keep in mind that the ps5 has around of 16gb of shared memory, therefore you can expect the upcoming ps5 titles to pc to behave in the same manor. The devs wont be able to fix that , because unfortunately we don't have enough vram (I know it sounds crazy right?).
As far as I can tell, the cutscene is a separate issue.
The in game FPS drop is due to limited VRAM using high or very high texture settings.
In base game, you can play with at least 60 fps in high, but not in very high.
In the DLC, it's better to switch to medium, which looks really not good sometimes.

Noticed that restarting the game fixes the problem. And also that the cut-scene lag appears to cumulative with some cut-scenes causing more of a problem than others.
...So so tired of Beta testing games I've paid for. And it is not the developers fault. It is a systematic problem caused by studio greed. Cyberpunked again...[end rant]
I have found that these settings improved my FPS by 30-70 in cut scenes and ~90FPS:

I had 30 or less FPS whith a higher config in cut scenes at certain times in the day or maybe the computer load.
You may disable a few more options with a 3070Ti in order to get a "nice" performance.
