Photo Mode: Bug or intended behavior?

I have encountered a recurring issue with photo mode where for some reason I just can't adjust the camera at all in photo mode. If there is a specific reason, it's not indicated.

Sometimes if I exit photo mode and slightly change location, making Aloy walk a few feet one way or the other, then it's fine. It seems to be some kind of contextual problem, but I can't understand what it is.

Does this just disable in some circumstances for a specific reason and it's intended?

Or is this a photo mode bug?

Camera cannot be adjusted when inside settlements

Seems like an odd choice. Not like clipping wouldn't happen anywhere else, but alright, if it's intended it's intended I guess.

hello everyone, I use keyboard + mouse and I found that I cannot move camera in photo mode like zero dawn does (with WASD), I'm sure it's not nearing by settlement or something because I can still use right click + drag to turn my camera, but I just cannot move it around, might it be PC version bug ?
