"What was lost" quest glitch

SO I have been re-loading different saves and for some reason every time I complete the quest "what was lost" the game says I am still looking for material to build Kotallo's arm. I can't do any other quest. The game is just stuck. The last manual save I have is two weeks ago and I really don't feel like starting that far over again. Has anyone else had this issue before?
