Areus and Laures [and Companion Crate] AWOL.

Trying to get World DataPoint #77, "Treatment Costs", but Areus and Laures aren't there.

I've utilized locations from IGN, and MapGenie [which agree], and farmed Redeye Watchers for an hour - no Areus.
I found two different YouTube videos [English and Russian versions] exclusive to this sub-quest, and they also confirm the characters' location.
On Reddit [2 year old post], one Playstation user mentioned finding Laures while flying, but I don't see her, either.

They're not there, neither is the crate that should be at the top of the building.
It's like someone completely forgot to include this whole snippet.

Has any PC user seen them and gotten WDP #77?

I found both of them. But for Areus it was a pain but what i did was advance time 3 days then fast traveled back to the original game, then back to fleets end ran out of fleets end across the bridge on the left and he was there fighting 2 red eye watchers make sure your looking in the day time not night

I just unlocked my 77th Achievement for this game. all i have left is Complete on Ultra hard, Complete a New game +, and get all the New game rewards in new game plus

[Still can't get Areus to spawn, but I circumvented the sub-quest and missing crate by gliding in from a flying mount. On the second try I made it to the landing that leads to the stairway, FireBloom, loot, and DataPoint.]
