there are still many other things to do.
Did you not understand what I wrote? I meant why give us key features for this game, and near the end of the game?
Because it's not?
Flying is the 'final' player upgrade. It grants you access to a few more areas you previously couldn't reach, and trivialises/breaks a lot of other things.
Seriously, this is the equivalent of complaining that Doom 2016 doesn't give you the BFG until late on. That's how games work.
Because it would ruin the game, the same reason you don't get a tank in the first mission of GTA or the BFG on the first level of Doom.

The whole waiting until later in the main quest for the flying mount is too keep us grounded so to speak, yes it is nice to be able to fly, however, it is all of a sudden a different game, we miss a lot of stuff that is on the ground, small data points or some items foods or machines.
Now I'm taking my time exploring everything in game.
So far I've only used the Flying mount once to get to a ? that was a pita climb, exploring is best done on foot.
So you don't like progression?
Also, it's less important for a main playthrough than it is for NewGame+ (if you're into hunting achievements; or otherwise for a main playthrough if you do Story first then move to side content), as you get to keep your ability to ride and fly on mounts -- though you will still have to wait until you get to the mountain Base to climb up and get a new Sunwing (unless you happen to run into them sooner) in NG+ before you can utilize it again, which is still far sooner than near the end of the main story. Not that the main story is all that long anyway -- approximately 7-8 hours (if you skip through the cutscenes and don't get distracted along the way).
