shaders need to be compiled and this might be cpu related
on my system shaders might compile for a few seconds, if at all.
So far, I have yet to get the screen again. So whatever anyone wants to say, this seems to be a fix. If your having the screen where it attempts to load shaders or have issues loading some screen, try turning it off. If it works, or doesnt, just post here what effect it has. Just note you will need to get the screen at least once more for it to seemingly fix itself.
That setting has nothing to do with this game HAHAHAHA.
That is for Vulcan and OpenGl titles only......
If you read the explanation above the setting it tells you
"This allows Vucan and OpenGL games to load faster and improves frame rate"
Has NO effect on Horizon Forbidden West due to it being a DIrectX game.
Sure if you think think this might help you try it, It cant hurt.
BUT
Do not forget to turn it back on
OR
The next time you play a Vulcan or OpenGL based game it will run V BAD.
Please dont forget to come back here and let us know how it worked / didnt work for you.
Screens of a before and after or a Youtube video would help go a long way to proving me / Valve wrong.

This game engine has no issues with shader compilation......
your issue has nothing to do with shader precaching as this game doesn't run on vulkan
I've deleted shader cache over 5 times (yep I'm a maniac LOL) to make sure nothing was corrupted and every single time there were a few spikes during first 10-30min of gameplay (doesn't matter machine battles or just travelling around)
