Found potential workaround for shader compilation issues
First, if you dont have this issue, go elsewhere. Tired of those trolls.

I disabled Steam's shader precache and the issue nearly vanished. Went from every 5 minutes to once in a hour long session. Might even be completely gone.

Settings > Downloads > Shader Pre-Caching > Disable the first toggle

steam's shader precaching only applies to vulkan and opengl supported games, this game doesn't run on vulkan

Then tell my why it had an effect.

my guess is that it didn't and it's a placebo effect, your shaders were being compiled during previous sessions and now they're fully cached

Given the issue persisted for hours and multiple sessions, this is not the case.

i am all amd but ...

shaders need to be compiled and this might be cpu related

on my system shaders might compile for a few seconds, if at all.

Yes, they need to be compiled. But given how severe the issue has been for me, I have been looking for any possible workaround. Funny how NG+ is far worse than a normal save.

So far, I have yet to get the screen again. So whatever anyone wants to say, this seems to be a fix. If your having the screen where it attempts to load shaders or have issues loading some screen, try turning it off. If it works, or doesnt, just post here what effect it has. Just note you will need to get the screen at least once more for it to seemingly fix itself.

PMSL poor troll OP...
That setting has nothing to do with this game HAHAHAHA.

That is for Vulcan and OpenGl titles only......
If you read the explanation above the setting it tells you
"This allows Vucan and OpenGL games to load faster and improves frame rate"

Has NO effect on Horizon Forbidden West due to it being a DIrectX game.

Sure if you think think this might help you try it, It cant hurt.
BUT
Do not forget to turn it back on
OR
The next time you play a Vulcan or OpenGL based game it will run V BAD.

Please dont forget to come back here and let us know how it worked / didnt work for you.

Screens of a before and after or a Youtube video would help go a long way to proving me / Valve wrong.

This game engine has no issues with shader compilation......

Shaders are NOT fully compiled on first session.Download afterburner & check CPU usage when you enter new big villages/cutscenes, when you see new machines for the first time etc.My shader cache size goes up each session. No idea why Nixxess coded it like that.First game compiles 90% of the shaders in main menu.Anyways if you don't see major stuttering during normal gameplay forget about it

yea, that's why i said "previous sessions", plural

your issue has nothing to do with shader precaching as this game doesn't run on vulkan

if you load a save rather than hit continue the shader compile is a lot shorter for some strange reason

Totally agree. Some machines have shader compilation stuttering during their attacks, shellsnapper for example has massive stutters during its energy AOE attack

^^^
I've deleted shader cache over 5 times (yep I'm a maniac LOL) to make sure nothing was corrupted and every single time there were a few spikes during first 10-30min of gameplay (doesn't matter machine battles or just travelling around)
