Check your thermals, to ensure your CPU or GPU aren't getting too hot (over 80C on the GPU, and/or over 85C on the CPU), in tandem with ensuring your Windows Power Plan isn't on Power Saver mode; use Balanced or High Performance.
Also a decent idea to ensure you don't have any third-party antivirus running in the background, or other demanding applicatons.
1) Did you use DDU (from Guru3D only) ? if not, I recommend to uninstall your current driver with DDU in SAFE mode only + NO internet otherwise Windows will download and install automatically Nvidia drivers.
Then reboot normally and install your GPU driver.
It’s ridiculous that a pc with 3080 RTX and i9 processor pruning game from an SSD gets such sluggish performance, and yet a PS5 which has inferior hardware runs the game smoothly.
I thought people said Nixxes released a great port. Why then does a system with specs better than a PS5 run the game so poorly?

First: The PS5 is not inferior to your potato.
Second: The game is made for the PS5.
A 3080 is good for 60fps @High settings in 1440p. If you cant get it there your system is poop

I have an 4090 and 17-13700 and run the game in 4k,Very High(Max setting) in 150-170 FPS. (DLLS/DLAA/FG)
The funny thing is that I see full GPU utilization on very low settings and 1280 x 720. Which is really akward. No matter what settings I use the FPS stay nearly the same.
whats your limit reason in hwinfo64?
Makes me wonder; as most people for some reason still use the program, are you using NVIDIA's GeForce Experience and having it "optimize" your game(s)? Often times, that entire application does more harm than good, in my observation and experience. If you are using it, and having it perform that function, I might recommend removing it. In tandem with what I already mentioned, I would also suggest what someone else brought up; run DDU to remove your GPU driver outright, then do a fresh install of a 551.86 driver from scratch (and forego GeForce Experience).
