We could argue that Aloy or others could help with his new arm, to give it more functionality, but given how irregularly Kotallo even intends to use the arm it seems like it could be a bit of a waste.
Also, it's only the first iteration of the device. Stands to reason, likely in the next game, we'll see that arm improved -- mayhap even incorporating Far Zenith tech and looks since Aloy and company now have access to both their base on Earth and their colony ship in orbit.

Lazy asf writing from the Devs, they couldn't be assed to redo animation's for the new arm in cutscenes and didn't want to adapt the story for those who did and those who didn't do his quest line, so bad.
The arm model itself was kinda disappointing for something that's supposed to have come out of mid-21st century tech.
The way Kotallo treated it was also kinda ridiculous. Maybe I'm just being narrow-minded, but I find it hard to believe that anyone would willingly not use their prosthetic arm if it was advanced enough to supplement a real one. Like, do people actually do that?
And it not being there during key battles was also ridiculous.
Most of all though, I found Kotallo climbing the cliff to the lab to be the funniest part. Dude free solo'd something on-site in the freezing cold with only one arm. Maybe it's one of those things that comes with being a climber irl, but that kinda thing really sticks out to me.
I was at least expecting Aloy to top-rope him and Kotallo to grudgingly accept being hauled up like a slab of meat.
The whole arm thing is an optional quest. Although if memory serves he did have it in a couple of later cutscenes tied to the main story.
I've known a couple amputees rl, One of which hates wearing her prosethic legs. However, I think continuity for those who didn't do the quest makes the most sense.
But that's the kind of thing I'd attribute to something like discomfort/irritation from the prosthetic, or from knowing that they're still kinda awkward to use when you can just settle with something like wheelchair and get by just fine.
The way the game justified it felt off.
