Being the first to claim narcissism is classic for people who suffer from that mental disease.
Anyway, i don't care; i can make a distinction between visual glitches and game crashes compared to system or user related issues.
If my pc would have crashed while playing this game, i would not have posted a thread on steam but would have been troubleshooting my actual system.

I just wonder how they cannot pick up on this bug when testing.
I have newer seen anything like this in the game in my 135 hours. With Bloom ON.
Secondly, some people commented saying they also have this issue.
Disabling bloom is the already known solution.
But i discovered another one: The flashing light happens when i have DLAA enabled
But when i enable DLSS it starts getting less of an issue with each degradative step in quality.
At DLSS performance the issue is fully gone.
However, it seems it doesn't really matter what resolution you play at, it's always DLSS performance that makes the issue go away.
So i figure i may play above 4k with DLSS on performance.
So it seems to be tied to relative render resolution or something. If i play native at those high resolutions the problem instantly reappears.

I never saw it before I reached Utaru land. Far as I can tell it happens only with Utaru tribe members, linked to their white body- and face paint.
So yeah, it's a genuine bug. Reasons you didn't see it: Could be tied to settings, probably higher settings (have everything maxed iirc). Could be your eyesight. Lol, kidding. ^^
Anyway...posts like yours always make me wonder. I try to understand what brought you to defend a game nobody really attacked (bugs happen) and then for a bug you never even saw. Strange.
Good find. I play with DLSS on Quality, so it was definitely noticeable. I disabled bloom in conversations with Utaru tribes people but enabled it afterwards. ^^
A very small minority apparently experience this. That point more to something specific with the hardware and or system.
I run this game 'maxed out' eg: Very High settings in 4K, DLAA, DLSS Q, Bloom, On.
OFF: Vignette, radial Blur, Chromatic Abomination.
No graphical glitches anywhere.
