Human rebel bug or something else?
I've been doing mostly story and side missions plus a moderate amount of exploring but, recently decided to do some of the rebel bases before I became too over leveled. The "issue" I'm having is that the HUMAN rebels are extremely difficult to kill. Even though I'm more then 20 LEVELS ABOVE them and I'm using all PURPLE WEAPONS, fully upgraded and all PURPLE COILS, PLUS a potion buff AND using valor - it still takes at least HALF DOZEN arrows to the BARE face of a human rebel to kill them. These are all overdraw shots as well. I find this absolutely ridiculous - I can and have many times, killed apex machines faster and easier then human rebels. What's happening? Any ideas?

I know what you mean, many machines I can kill with 3 or 4 well placed arrows but a lot of humans I can shoot in the face 6 times and they are still alive ...... It just makes no logical sense and it's hard to get headshot kills when you have to shoot them in the head so many times to get that last head kill shot.

shredders work on them.
And you got "penetrating" arrows that works good on armour (though the game calls them kill two humans with one shot)

I use the penetrating arrows, same issue. Something is out of whack.

Humans has low health compared to machines but lots of armor equipped. And to deal full damage you need to bypass it. For me perfect solution was silent strike lvl 4 + resonator tallent. It allow to silently kill 95% of all human enemies in one shot even without raising an alarm.

Difficulty level issue maybe? As soon as you get blue or better hunter bow capable of shoting Advanced Hunter Arrows regular human enemies should go down on 2 arrow headshots - first to knock off helmet, second to send them to Valhalla.

What difficutly mode.... Ultra Hard?

Just because you manage to hit bare skin with them wearing head armor, doesn't mean the game see's it that way.

Overall, Range weapons are risky. Silent strike is your safest option for most, and a trap + silent strike will take out the stronger ones. Lot of the leaders and champions you have to silent strike two or three times, if you can.

Most machines drop armor faster than a human rebel. I hit a rebel 10 times to the head to remove the helmet, but that is kind of insane.... Or maybe some hits are (as I fear) not counted as a hit. But human rebels warp a lot any way, so I try to stealth kill them mostly

no issue one shoot hits depends on the arrow type you use, and how the damage is setup for it, a lot of good guides as well talking about tactics, some run with the low hp and doing more damage type others just do either stealth setup or distance and take them down at range, me i am around 20-30meters and take their helmet off and then plant a arrow in their head. sure the champions and leaders take a few more hits.

Don't care what arrow type you use in Ultra Hard... it's not gonna matter on a first run. Very Hard are damage sponges, as well, And just forget about doing anyting, if they are in red skull and bones mode.

Well, the game is either bugged in this regard or badly programmed because this happens at NORMAL difficultly and does the SAME at even EASY difficulty. It is not fun to shoot a rebel in the head removing their helmet in ONE shot but yet it takes 6 MORE shots on its BARE head to finish them off, stupid. I experimented a bit and it seems like I do more damage just using a bows overdraw shot WITHOUT valor and skills -> that's gotta be a bug. Guess I have to turn damage numbers back on to verify this (prefer immersion so minimal hud). I dunno guys, all the new and added stuff in this sequel is cool but I honestly had more fun in the first game. I might just stop taking my time and rush the rest of the story to be done with it.

On VH with a Warrior Bow, it takes 2-3 hits on even level 50 regular rebels to remove the helmet, then maybe 2 or 3 more headshots to kill them. That takes all of 5-10 seconds while in Concentration.
The only time it gets problematic is the Champion/Leader variety, but I should really, you know, actually try and counter their armour in some way, instead of just plinking at them till they drop.

Jesus christ! Read my original post. Everything is maxed - weapons, armors, skills. I'm using every mechanic at my disposal. I know how to play the damn game. And being twice the level of an enemy should make a difference but it doesn't - the RPG part of this game feels broken.

I read your OP after responding, which turns my response from "upgrade your weapons" to "learn to aim", and frankly, I couldn't be bothered to edit it.

This isn't that kind of RPG, level is a guide to how tough it is, not an insurmountable barrier.
You want to 1-shot enemies because they're 20 levels below you? You'd best expect the opposite then! Good luck doing 20% damage to / receiving 500% damage from an enemy because its 5 levels above you! Does that sound fun? No? Then it's lucky the damage system doesn't work like Borderlands then.

And I checked it just now on an expansion equivalent level 50 rebel. Took 2 shots to remove the helmet, 3 shots to kill, all from a maxed out Carja's Bane Warrior Bow with only 2 purple Impact coils. Legendary or not, it still fires the weakest single hit damage arrows in the game. If I'd removed its helmet and headshot it with a sharpshot bow Focus Shot, that would've been an easy 1 shot.

Only time my arrows didn't do 400% damage from a headshot (or whatever the multiplier is) is when it didn't hit the head and did normal damage. So aim better and they'll drop in seconds.

My aiming is excellent. And your own testing just proves to me that something about my game is in fact bugged. Gonna take a break because I'm just not having fun anymore.

shoot them in the feet or thighs as there is less armour on those spots
