Upgrade system is completely broken.
As title.

I have finished the base game, I'm at level 54, all legendaries acquired, I loot everything that can be looted and I have no components to upgrade the first level of a legendary armour or weapons.

I can't upgrade anything since I lack some components here and there.
This upgrade system is completely broken.

Complete story line in Ultra hard difficulty on lvl 55, only purple equipment. It was exactly enough to beat base game bosses.
Started the DLC, gain access to first legendary equipment, slowly upgrade, explore word, complete side quests...
After upgrading legendary weapons to lvl 4-5 every fight become trivial and not interestimg. Literally 2 shots for ropecasting, 2 shots - freeze, 1 sustained burst fire and ANY boss are dead. Max 30 seconds for any fight.
Legendary equipment in Horizon Forbidden West is totally Overpowered.
Took me four days to upgrade everything I had to go into ng+ - you've got to 'create job' then go do it , a lot of respawning required IF you want to upgrade. The disappointment when you have upgraded everything, a lot of it takes the same ammo - the volatile sludge - carrying cap 15, which is a total joke when you have so many weapons that require it to craft ammo; yes, you can buy it or get it from your stash but that kinda stops the immersion. After 4 runs I am still carrying a blue level bow.........
Personally I agree it's kinda stuffed as a system - if you have the goods for level 3 but not enough for level 2 , should be able to skip it and level with what you have. Wouldn't ever play the game again from scratch for that reason alone.
upgrade farming is tedious, I switched to story to farm the upgrades, create a job, set it primary and load,reload at the nearest campfire.

That's why it's broken.
The upgrade system is mostly fine, not sure what you're on about. It's not the best, no, but it's super reliable at least with the tiered upgrading (as far as I've seen, all weapons of a given rarity will share the same ingredients per upgrade level), and easy enough to farm.

It gets a little tedious for upgrading the fourth and fifth levels of *every* Legendary -- though fortunately it's easy to know what machine(s) to go after, since they all seem to share the same resources. Mostly, for me, this is only really annoying with getting Dreadwing Metal Fangs since you only get like 1-3 per kill, and often you'll need 5 per respective upgrade.

But if you have NOTHING for upgrading the FIRST level of a Legendary then idk what you've done (or, perhaps more accurately, not done). If you just barreled through the story (initially and with NG+) with a couple of side quests here and there, then that could explain it I guess. :BL3Shrug: But by the time I had hit Lvl 50-ish I could at least upgrade the first two levels of two or three Legendaries, and near-fully level out all of my actively-used Purples.
Sorry, the upgrade system is broken because you don't have all the required items on you to just straight up max it out? Quite the hot take you got there.

Sounds to me like you've been ignoring stripping components or been doing next to no exploring, otherwise you'd have plenty of random components in your inventory. Only thing that could be niche is specific Apex hearts. Most of this stuff does not take long to acquire, and more to the point, it's entirely on you for leaving all the 'grind' to the very end.

They have 2 Metal Fangs, how are you getting 3? O_o

And from what I can tell, a lot of these machine specific removal resources require 2-3 fights worth. Tremortusks are 10, that's at least 3. Tails also tend to be 2/3. The only really generous one is Force Loaders.
Nah... what's completely broken is the companion AI. Why do they have to be so close? I put down a mine... and there they are blocking my path... like at least let me walk thru them if they're going to be grabbing my butt the whole time.

A good tactic from the first game too farm a specific enemy find a save spot near the machine you want to farm parts from, Save kill the machine, save after you killed the machine and load save game and the machine is respawned, and if you need apex come back later in the day or night time, go to a shelter change the time of day, and fast travel back to the save spot near the machine.

It is not that hard to farm parts it just can take a few tries to get the parts you need from a specific machine.
Boring system for my personal taste...
If it really bothers you just get this mod and either spawn the items you need or set it to Unlimited Crafting. You can also get an additional mod for this that will shut Aloy up if her constant dialog bothers you
