It shows the prompt but when i go to use it, it kinda glitches and just doesn't override the tallneck
Either way, it certainly sounds like a bug or "non-optimal quest logic". I would suggest leaving the area far enough away and returning. If there for example is some piece of debris that interferes with the interaction, hopefully the debris would despawn.
(Overall, missing any particular Tallneck isn't gamebreaking and doesn't lock you out of any reward other than the achievement for all Tallnecks overridden. If you can't get it to work, I would recommend not bashing your head against it and just moving on.)
