I wouldn't call it a fix but a way to hide or work around the issue as it triggers with a range of wind speeds, so tweaking and setting the game's wind speed out of this range should remove the triggering issue condition. Good catch! We'll lose some of the in-game wind variability, though.
I'm likely asking you a lot, but please, would it be possible for you to make a video or a guide explaining how to use it to fix the ugly dust effect? And or show a before and after using this tweak/mod? I'd appreciate that before purchasing the camera tool.

Secondly, I am not sure why people are calling this a bug as it's not. It's a dust blade effect.
