Most likely.
I had this same problem sometimes in HZD. The first day I played the game it was absolutely fine, then after the Corruptor fight the next day, I had serious problems with input lag. It persisted for days, until it eventually seemed to subside. It did come back every now and then for brief periods, but never as bad as originally. Think some posts I found suggested its compiling shaders or something in the background which screws with the input.
Cauldrons are possibly triggering it because they're large, self-contained areas that the game is loading in the background, but only once you enter them. Might be worth leaving the game running while you make dinner or something, see if it helps.
