You might wanna get hwid and check the max temps when ur gaming to rule that out.
I have a 6800xt + 5600x with a nvme and 16gb and I run this game at 100 fps at 2k reso on highest settings
With that hardware, your game should definitely be performing better, but that 1080P resolution may also be limiting it actually. you might get better performance at a higher res in fact. So max out all your graphics settings and don't use any scaling.
I have a 5800X paired with 7900XTX and 64GB RAM, so slightly different but not too different...and I come from a long time use of a 6900XT so I'm familiar with its capabilities. It should be singing a symphony with this game as well developed as it is.

I have a 6900xt paired with a 5800x3d and 3600 ddr4 ram myself. Just to give you an idea, I'm averaging 87fps @1440p with all the graphical options maxed. Running the game in 1080p at very high settings I'm averaging a bit more.
but settings are not that high, i reduced some stuff.
