You might have, look for it.
It happens in other areas too and can result in crashing. And don't listen to anyone telling you that it's the user or your PC at fault, it's 100% a game issue.
Systems with latent stability issues will trip up on such stress even when most other games work fine while stable systems won't have any issues. Overclocking destabilizes systems. GameReady drivers, while supposedly faster, are more sensitive when the system already is hitting its stability limit.

If it happened to you only once, i wouldnt put much thought in it.
As for the Moment, my CPU usage is going from 7% up to 22%.
But i noticed that my CPU Temps go from 65° up to 92° in Cutscenes.
Temps during normal open World Gameplay stay between 60° and 75° 99% of the time. Depending on Location and Daytime. Which is the average CPU Temp i have in most demanding Games.
65% -> 98%
55° -> 70°
110fps -> 85fps
My CPU now runs at a max 3 GHz (instead of 5 GHz), and not impact in performance at all... Playing at 50ºC
i disabled boost for amd too - way more silent.
