As a game dev you'd have to sculpt the *ahem* "orbs" but usually they don't model the nips, and there are nips in that mod image.

Additionally, you can't sue someone for making a free cosmetic mod for a game.
Putting mods behind a paywall is a legal grey area. Not relevant if you're outside the Western sphere of influence though, of course.
Nexus mods is indeed blocking such mods and many others. Whether this mod specifically has been created or blocked, I haven't checked.
I'm halfway through the story, I'll probably finish it without mods. And by the time I get to new game + , there will hopefully be mods to make things interesting.

I hope so cause i don't want them to follow the "Capcom" Trend where they try to ban single player mods for Horizon Forbidden West since Capcom is Nutty as a fruitcake when they said they want to remove single player mods for their games. I mean i'm only interested in White teeth and custom eyes for Aloy but also affects other NPCs though. Some are affected very subtly, while others are more pronounced. Since this texture is shared between NPCs and Aloy, this is unavoidable as far as I know.
Give it time. I'll bet money that face rework mods are in the pipeline and will be released to Nexus. It's not a matter of "if", but "when".
2) The devs in fact did model Aloy's... erm... chest... in certain Tenakth armor sets. In point of fact, there's some controversy here because if you go to a certain website (a... umm... lover's website that's specifically known for its... let's say... adults-only animation frameworks for Skyrim and Fallout) there's an entire thread talking about it. When Forbidden West was first released, in camera mode you could actually clip slightly under certain Tenakth armor sets and see, in fact that they did model Aloy's chest... and with some very specific details, as well. Unfortunately, when they realized that people were using the camera mode to see this, they both changed the behavior of NPCs in camera mode (specifically Aloy) and removed some of the details for the PC port.
The thread in question on the site in question shows comparison screenshots from early days on Playstation and now.
So no, the reshade toggler that removes armor pieces does not include any added textures. That is genuinely what's underneath the top of that armor set.
Hilariously, this was only done for two Tenakth armor sets. For all the rest, there's nothing underneath the armors at all. And the blue paint is the only layer for the texture, as well, so anyone wanting to put that underneath the rest of the sets will either have to deal with the blue color or recolor it.
