A rtx 2060 could easily get 60+fps at max settings if...
enough time and money has been spent on optimising the game. The fps performance fluctuates so much that its obvious the game hasnt been optimised to get peak performances. I'm sure mid-low gfx cards are able to achieve 60fps if more effort was put in it. (I know theyve tried their best)

I'm no expert, but sometimes i feel a lot has been left to be desired and PC port companies should aim for the lowest requirements need for max graphics settings.

Games do not run at 60 FPS on all PCS regardless of how much optimiizing is done. at a certain point it just requires a certain level of CPU and GPU to do so, Nothing further can be done to speed up the game. As time goes on Games require more and more . Games get more advanced thats how the hobby works.

HZDFW (a PS5 game) runs better on my laptop rtx 2060 than Last Of Us Part 1 (PS4). Me thinks its got to do more with allocating necessary resources to fully optimise PC ports than just CPU or GPU power.

HFW was a PS4 game as well. The DLC was ps5 only. You'll find it runs worse than the main game. TloU port was poorly done so you are correct that some ports are badly done but HFW is a very good one, but as others have said there's only so much they can do.

Even the PS5 version has performance and quality modes that target different frame rates. It also uses dynamic resolution (the equivalent of dlss) to maintain the target frame rate whichever option is chosen.

I doubt it!

My current PC has an RTX2060 6gb, a Ryzen 5 2600 and 32gb RAM. I could play HZD at 1080p High all day long. I wouldn't dream of trying to run HFW on it. My new rig may be different.....

Keep in mind, they had to do a lot of work for the game to run on the base PS4. Was a bit better on PS4 Pro. Was 100% better on PS5.

I'd say they didn't fairly well for it on the PC release, compared to what they had to do to make it work on the Base PS4.

i have 3060 12gb and 7800x3d no way you are getting 60 fps on 1080p. my game is running at 50 fps on high settings without dlss.

RTX 2060 doesn't have enough VRAM to run the game at anything other than low settings at 1080p, but I'm sure you already knew that. Now if you had a 2060 Super things would be different.

my rtx 2060 laptop is just as powerful as ps4 if not more. RDR2 runs at 60+fps on max settings (granted with DLSS quality). So what gives? Last of us runs poorly on any PC system. An optimised PC port requires adequate effort and resources to achieve constant 60+fps.

I'm running RDR2 on max settings and I am getting 60fps. Are you telling me my laptop is just as powerful as a PS5? I think not. Its about how well a PC port is optimised for the lowest bidder.

but Im sure with your rig you can run RDR2, cyberpunk (no RT), last of us remastered on max settings and still get 60fps.

i have rtx 2060, i7 9750, 32GB RAM and im playing HZDFW on high settings and im getting 50-55fps... Im just saying it can be optimised a whole lot better
