Report a translation problem
OK, so to give as much detail as possible, I've taken screenshots of the game with HWMonitor and Task Manager open, while the bug is happening and without the bug.

Temperatures in both cases are normal, but the GPU is near 100% when the game is lagging. Of course, i remained at the same area, so my computer is perfectly capable to render this region as long as this bug doesn't happen.

Are you limited your frames to 60? That could potentially help a little but, and set your winddows power plan to balanced, and maybe turn off turbo boost and see if temperatures fix on the gpu part cause laptops are confined.
Processor use does not equal temperature btw. Temperature is caused by alot more then just cpu usage in percentile.
I dont think this is a bug with the game but more over your hardware not being cool enough.
Are you also using a laptop coolpad?
First, thank you for replying
1) I have a 60 Hz monitor so I have Vsync on which locks fps to 60 max
2) I switched from Legion balanced mode to balance mode, turbo boost was off from the beginning --> Same issue
3) The temperatures were the same in both cases, for the GPU and the CPU, but in one case it's running well and in the other it's not, so I don't think it's a temperature issue (btw 87-90 degrees should be ok from what i've read)
Lower the texture quality.
I also experienced fps-drop after playing for a little while, started at 60 but then dropping to around 45-50, but lowering from very high textures to high sorted that out. Now its stable at 60 at all times (except cutscenes like for everyone else) in 1080. And it doesnt make that much of a difference visually
I have a 2070, so also 8 gb vram, and the card cant simply keep up with more
85-100 degrees is throttle range. That means your gpu will run worse just for your systems safety so you dont blow up your gpu. I dont know the throttle range for your CPU but your gpu definiatly throttles.
What cases are running well and what arnt?
