The latest DirectStorage 1.2.2 SDK has both .dll files updated to 1.2.2311.1405, the latest DirectStorage .dll file version.
DirectStorage 1.2.2 SDK features the following bug fixes:

Good to know this may be worth having as a periodic update like the DLSS files if fine tuning is leading to smoother gameplay or transition with areas.
In many instances where driver updates occur I think your remakrs are probably on point - maybe for some who have an issue and update this DS file too. It's not a mature interface though, and as such tangible gains are reasonable to expect.
We do not know the degree of optimisation achieved on PC at this point; how well FW is drawing on the tech.
I suspect the bottlenecks on individual systems could be varied. Refining Direct storage to optimise what may be offloaded will make incremental changes.
If the difference is less "lows" hit more so than ongoing FPS the perception of smoother play may be real.
For most the update may just mean improved background activity and less occasional foreground events but I would not rule out people seeing gains.
