Upgrade Direct Storage from version 1.2.1 to 1.2.2 fixed Stutter issues for me.
Hi upgrading direct storage files dstoragecore.dll and dstorage.dll fixed all my stutter issues with the game running on Windows 11.
You can also delete the two files but Direct storage will be disabled.

Depends on the version of the SDK the developer uses at package time. The dev can update this in their normal patching cycle.

Download the files direct from here;

https://www.nuget.org/api/v2/package/Microsoft.Direct3D.DirectStorage/1.2.2

Rename the download to microsoft.direct3d.directstorage.1.2.2.zip go into the Native folder then into Bin then into x64 and the two files are there..

i have always stutter i dont understand ...
godd optimisation and i have a good spec 4090 i7 12700k but sometimes stutter

4070ti and 12900k, zero stutter. Sounds like it's on your end.

I'll have to make note of this.

I've been wondering when the time would come for me to finally upgrade to NVMe drives, as we're going to (hopefully) see more games in the pipeline that utilize DirectStorage.

My Samsung SSDs, the 870 EVOs, are clearly not able to benefit from DS to the fullest extent.

I've also read some posts about people upgrading to a NVMe drive (for this game), and seeing a notable improvement in performance (or, in this case, texture streaming).

Sorry, but when you're referring to the "Native folder," where is this directory? I can't seem to find the base installation of the actual files that would need to be replaced.

When you rename the directstorage file you downloaded (microsoft.direct3d.directstorage.1.2.2.nupkg) to microsoft.direct3d.directstorage.1.2.2.zip it becomes a zip file that you can extract and inside there is a folder called "native", then in there go to the "Bin" folder then the x64 folder and copy the two files in there and paste them into the main directory of the Horizon install folder, where the game .exe is. It will overwrite the old directstorage files in there.

I splurged and got the Samsung 990 Pro. It's an unnecessary over-kill but it's fun to see games say "This may take a few minutes" flash for only a few seconds before the map is loaded.

In this game in particular fast traveling is almost instentanious.

This is no longer necessary. The game in its latest version has DirectStorage files updated to version 1.2.2305.1502.

It's file version.Not actual directstorage version

I'm going to test this out tonight, nonetheless.

But, I've also decided to swap out both of my 870 EVOs, for the 990 Pro(s). My system is long overdue for the storage upgrade, and even if this doesn't have a noticeable impact on the game's cutscenes, specifically texture streaming -- then so be it. Load times in almost all areas will be improved.
