As nomadUsagi points out, users can set their profile as Public but they can choose to set each of their Game Details, Friends List and Inventory as either Public, Friends Only or Private. However, regardless of which settings you choose for your profile, that mouse icon is completely separate and will always display if you own the relevant game on Steam.
You can easily verify this by editing your own profile and selecting the Privacy Settings option.
he set his games to private and left profile to public. but he has between 250 and 500 games look at his steam badge
mine is set to friends only.
