How do you apply weapon coils?

None of my weapons have coils on them? Some of my outfits have a coil.

Upgrade your weapons or outfits to tier 3 at the workbench then go into your inventory for the weapon or outfit you want add a coil/weave to and hit R if you're using m&k, X for xbox controller or square for playstation.

I had been trying to add weapon coils at the workbench, to me that seemed like to place to do it. I just had a message about doing that in the inventory.
